I have a 2006 Montana. Mine was seized. I fixed it by knocking the shaft out of the motor gear socket with a piece of wood with hammer, cleaned the hole with a drill and it worked.

Temporarily, you might pull the fuse to the rear wiper, location of which may be in your manual. If pulling the fuse does not work, you may have a short in the rear wiper motor. (It helps if you identify brand and model of vehicle when posting. Otherwise, you have to search for the manuals yourself googling brand model service manual users manual.
The wiper motor is commonly replaced and was often not the problem. Don't replace the motor yet. maybe it's not the motor. It could be a fuse or something at the wiper switch. The wiper motor has two windings, fast and slow. The wiper switch sends a ground signal to each motor winding. More often, there are problems with the relay, or at the wiper switch, or in the cable to the motor.
Windshield Washer:
Don't be too quick to replace the washer pump. The problem is often just a clog in the sprayer heads. You can clean out the sprayer holes with a needle, some have two holes, so look closely. Hope this helps.
I know this question is old, but I am responding so others with the same problem can see. I wired the Rear Window Motor Park Signal wire and the Rear Window
Motor Speed Signal wire together and it completely bypassed the rear
wiper motor. Now the window goes up and down. This doesn't fix the rear wiper motor, but you will be able to have access to it now that the window is out of the way
Sounds like the windshield wiper motor needs to be replaced. The gear inside may be stripped so you'll hear it running but it won't do anything. I've had that happen with the rear wiper motor. Hope that helps.
1. check the fuse to the rear wiper motor
2. check for power to rear wiper motor at the motor (power wire going in to the wiper motor with rear wiper switch on)
If you have good fuses & have power going in to the rear wiper motor...
3. Pull old rear wiper motor and install a new rear wiper motor.
