Dear friend-if the fuel is burnt threw the system you should have a lot of smoke (black)which means it is over-fueling,or you should have a strong smell of gasseline(a external leak)or there is a air restriction(no fuel mixture)look at these problems,it might solve yours.

That's only 17 or 18 MPG/U.S. Gal. Not very good for a Neon. When was engine serviced last, as in air filter, oil filter , oil change, and perhaps a scan for any trouble codes? What type of driving conditions?

To much gas burning

Your fuel mileage is about 24.8 MPG.
Your 1997 Neon is reported as getting between 25-34 miles to the gallon (depending on driving conditions)
Do you do a lot of city driving, or highway?
Do you jet around everywhere (like me) or drive like someone's great grandmother?
If you do a lot of the former, you're actually getting good gas mileage.. a lot of the latter and .. well.. check your fuel tank for leaks.

2003 dodge neon hybred

You have to bring the hydrogen in after the airfilter and before the mass flow air meter and you will not have to mess with the oxygen sensor.

Power to your hydrogen sensor should only be applied when your fuel pump circuit is on and in addition to that you should have yet another manual switch after that with some sort of armed light to let you know your are making hydrogen.

There is a guy here in Austin with a Ford windstar van that has done this and gone from 19 mpg to 30 mpg.
