Crank shaft position sensor is most likely cause. Do check ignition and fuel pump relays with an ohmmeter to make sure they are not faulty. Check power to ignition module. You can also check crank sensor with the ohmmeter. Check all vacuum hose and also check throttle position sensor.

If the fuel pump(s) run while the pressure is falling, replace the fuel pressure regulator and (although I'm sure you've already done this), replace the fuel filter. If the fuel pumps appear to be turning off by themselves, replace the inertia (fuel cutoff) switch.

99 f250 v10 auto 4x4-cat converter imploded,

The fuel pressure sounds too low. Is it multi-port injection? Check the fuel pressure against your specs for the car and engine. MPFI systems usually require 40-50 psi.

Engine runs but makes no power stumbles and dies trying to accelerate.

i'm not sure what the psi from the pump should be, but it could be that it can't keep up with the quick acceleration since you said it was slow to build pressure. I would start with the cheapest first and change the plugs and air filter see if it improves, before I spent the money on a pump. if it turns out they are the problem it never hurts to have fresh plugs and air filter at least then you know what you have in it

Sounds like the engine is starving for fuel - plugged fuel filter, failing fuel pump, malfunctioning fuel regulator, etc. Have the fuel pressure checked.
