LOOK FOR TWO SMALL SCREWS AT THE TOP OF THE INSTRUMENT PANEL, REMOVE SCREWS AND WITHDRAW THE INSTRUMENT PANEL SURROUND, YOU SHOULD THEN SEE TWO MORE SCREWS HOLDING THE INSTRUMENT IN PLACE REMOVE THE SCREWS EITHER SIDE THEN PULL OUT THE INSTRUMENT PANEL THEN DISCONNECTTHE MULTI/PLUG FROM THE REAR OF THE PANEL LOCATE BULBS AND CHANGE .

01S08Grease used on the adjustable pedal assembly may enter the brake lamp switch and contaminate the contacts. This may cause one or more of the following symptoms to occur:
-Brake lights stay illuminated or are inoperative.
-Shift Interlock disabled (will be able to shift out of "Park" position without depressing the brakes.
-Speed Control will not activate.
-Cannot shift the vehicle out of "Park."
-ABS Warning light illuminates on vehicles with ABS
-Battery Discharged."

HOW DO YOU REPLACE BURNT OUT INSTRUMENT PANNEL LIGHTS
TO REPLACE THE BULBS YOU MUST REMOVE THE CLUSTER FROM THE DASH. ARE ALL THE BULBS OUT/ IF SO THE PROBLEM IS MOST LIKELY THE DIMMER SWITCH FOR THE DASH ILLUMINATION.

Right rear signal light needs replacing
you need to remove the lamp assembly to replace the bulb. here is the procedure:

Rear Lamp Assembly —Sable Four Door Removal and Installation
  1. Remove the luggage compartment scuff plate.
  1. Pull back the luggage compartment carpet.
  1. Disconnect the rear lamp assembly electrical connector.
  1. Remove the nuts.

    1. Pull the lamp assembly away from the body.
    1. Disconnect the rear lamp assembly bulb connectors.
    1. Remove the rear lamp assembly.

2003 Mercury Sable headlight bulb replacement
This problem is now resolved, thanks to a prior post by sableowner.

The 2003 Sable has the same headlight assembly and removal/replacement instructions as the 2001 Sable. Once I had this information in hand, bulb replacement was easy.
