Its a 1990 fifth avenue,why would you even think of putting time and money into fixing ABS....It was optional equipment in 1990,and is just like driving any car without ABS...
sound's like the motor is bad if you have someone turn it on as you stand by to hear the motor kick on would be the best way to know. if it is a good motor it is off track if that's the case turn it on and try to get it with a pair of needle noise pliars and pull it out.
If you still have the lean burn ignition system, it has probably gone bad. Chrysler dealers used to sell a kit that included a new distributor and module to fix this problem and get rid of the lean burn system. They are probably still available online or ebay.
