There is no fuse for the third brake light that I know of, it is wired into the main brake light wiring on most cars anyway. Probably the bulb is blown.

I had the same problem on my Passat Variant 2007. Randomly Park Brake won't activate and/or deactivate once button PB pressed. The cockpit computer tells "Park Brake Error" (or something similar). If this is your problem, the issue is very well known to VW Service centers. I had solved it by bringing the car to the Service: The told me that they substituted the ParkBrake Button (a differently made one, even if identical on the exterior) and Reprogramming (Updating) the car computer software.

The parking lights and break lights are different. You need to look at the bulbs, (Does it have a third brake light in the rear window that works?) look at fuses, and also you have a brake light switch located on the upper side of the brake pedal arm.

For 2002 VW Passat the fuse box is located on the left side of dashboard behind a plastic cover (for left hand steering wheel vehicle). On inner face of the plastic cover you will find the fuse diagram.

you need to open the boot of your passat then look for which bulb you need to replace I suppose the brake light. It does not have any screws but you turn it on your to your left.
I suggest after removing the bulb you take with you to buy a replacement.
Do It Yourself. Very simple
3 clips total. 2 on outside of light unit, to get to these you have to remove central trim from over boot latch, side trims and carpets, toolkit out, seats folded down, luggage blind removed, small trim piece inside wheel well removed (2 bolts 1 nut), then you can get up behind the light unit, gently clip the 2 outside (red) clips out till the light unit becomes free. to get to the third there is a black plastic trim piece clipped to the light unit where the boot comes down and meets it, this covers the third clip, gently pop it off and you will reveal the third clip and the nut needed to be removed to release it.
