2003 silverado 1500. I looks as if the rack and pinion is leaking from the seam adjacent to where the steering linkage is connected. This seam is were both halves of the rack and pinion come together. But after cleaning the rack and pinion and the engine oil pan I started the truck and turned the stearning wheel from lock to lock several times and when I looked it seamed that red fluid was seapping from a bolt holding the oil pan directly above the rack and pinion. The rack and pinion was dry. Engine oil is not red in color so what is going on. Im stumped.

Sounds like something broke. Either in the steering column or the linkage between the column and the rack and pinion. Take it to a reliable repair shop for examination and repair. Best case scenario is the linkage between the column and rack and pinion came apart but I have never heard of it happening. Worse case scenario you need a new column or rack and pinion. You don't say what make and model of your vehicle is.
look for split in the hard line where fluid is leaking. If you see split, change the line only. make sure power steering reservoir is filled and rack and pinion is full (charge with steering wheel left/right motion). You should be able to remove wheel and inside wheel panel to see power steering fluid shooting out of any hole. There is hydraulic pressure on the lines.
if the rack and pinion was not leaking or causing problems. then he may of made a wrong move! if the rack was fine before, and you just lost power steering. then it is most likely the power steering pump or the lines that go from rack to the pump. good-day ! if a rack goes bad, you will get a bad steering problem or just bad steering.
I changed mine a few months ago. It's pretty straight forward. You will need a jack and a pan to catch your fluid. Make sure you strap the steering wheel to the brake pedal before you disconnect the steering shaft from the rack or you will damage the airbag wire. The airbag is hardwired, not just a contact like the horn and turn signal connections. After you remove the tie rod nuts, you can whack the spindle with a hammer near the tie rods to get them out. Do not hit the tie rod with a hammer. You will need to get an alignment when you are done. It took me about an hour in the driveway.
The trucks like yours have a rack and pinion steering, and when rack and pinion steering need replacing they get hard to turn in one direction just as you have described.
Silverados do not have rack and pinion steering. The steering box is bolted to the frame on the drivers side, that can be removed by removing the bolts holding it on, the steering shaft bolts, and the pitman arm.
There is a intermediate shaft between the steering column and rack and pinion that caused problems like this. Some of these were fixed under warrenty by dealers for a clunking sound in steering wheel.
if you have a leak from the back of the rack your sector shaft seal is defective. to replace it you need to remove the rack and do it on the bench.remove the locking nut and pull the seal from inside.if you are a rooky replace the rack with a rebuild one. good luck.
Too much air in the system. Bleed the lines on the rack &pinion.Have someone turn the wheel while you have the connections loose.Only do one line at a time.
check your belt tension and also look for any leaks on the rack and pinion ,did you perhaps turn the wheel at all while the engine was off? or was the truck in a shop that may have done this, if so there may just be air in the system that needs to be worked out -jeff please rate
