I have a 2000 ford winstar with a code 1131 what

bank 1 sensor 1 lean code. Check vacuum lines first. Could be egr leak also. Most vacuum lines run on the back side of the engine on these. Most common fail is the PCV 90 degree elbow. On the passenger side.

it could be the o2 sensor or the throttle position sensor .

P1131 FORD - Lack of Upstream Heated Oxygen Sensor Switch - Sensor Indicates Lean - Bank 1
This code is usually caused by a defective Oxygen sensor in cylinder bank one of your engine. Cylinder bank 1 is the bank of cylinders that contains number 1 engine cylinder.

Is the code P1131 or PO131.

PO131 is upstream heated o2 sensor circuit low voltage, bank 1. Not able to find the P1131 code.

A p1131 code is the 02 sensor on bank #1 switching slowly, causing a lean mixture.
First check for a vacuum leak in anyone of the vacuum lines,which will cause this code. If all the lines are good, replace the sensor.

replace the O2 sensor in bank 1 sensor 1, this is the sensor before the catalytic converter, bank one is the exhaust pipe comimg from the cylinder head that has cylinder # 1 in it.

The codes are lean fuel condition for both banks. A very common problem with this engine that will set these codes are the upper & lower intake gaskets. You may experience a rough or rolling idle at cold start up and the condition will go away as the engine warms up. If you have checked all the basics such as vacuum leaks or air inlet leaks between the air filter box and the throttle body, then I would consider replacing these intake gaskets.
