Go to your local parts store and purchase a Haynes Manual on your type of vehicle. The reason I recommend a Haynes Manual over a Chilton Manual is that Haynes has the wiring diagrams in the very back of the book whereas Chilton has never added a section such as this. The Haynes Manual number you need is: # 36020 which encompasses all Tracers from 1991 through 2000.

Would the fuel gauge in a 97 merc tracer affect fuel gauge reader as well as the odometer

The gas tank sending unit would not affect the odometer.
The sending unit in the tank grounds the gauge.
You could have a problem with the printed circuit board in the instrument cluster.

I need to know how to replace serpentine belt and tools needed for a 1995 Mercury tracer

You'll need some metric wrenches, 13-15mm. You'll need to locate the belt tensioner, which is spring loaded (pictured below) and use a wrench on the pulley bolt to release the tension on the belt (lift up, or push down). Make sure you note the routing of the belt, if no diagram is available.
