Is there a single fuse for both the radio and the cigarette lighter? (This is for a 1994 Volvo 940). Thanks

Yes there is and you should see the diagram on the cover of the fuse box cover. The fuse box is behind the ash tray and you need to put the car in gear to open it up, ditto to reinstall. Be patient reinstalling it can be a bit tricky. If the fuse has blown it may be the cigarette lighter needs to be replaced, the receptacle, not the lighter itself.

1994 honda accord can't fine fuse for my cigarette ligher to replace

In earlier model vehicles, the cigarette lighter is on the same circuit as the dash lights/ radio/ interior lights. Maybe it's not labeled as cigarette lighter, try other fuses. also, there should be a fuse panel both inside dash and under the hood. Also, sometimes there can be an in-line fuse right behind the cigarette lighter.

i called a dealership in town and asked nicley,gave them the vin and they looked up the code and told me. online im not sure where to look it up, but if you call its a chep fix

Where is overdrive relay on 1992 940

You can find it behind the fuse box. To access the relays. Remove the plastic cover on the cigarette lighter socket, remove the screw, and remove the ash tray to gain access to the fuses and panel whit the lighter socket. The relay is marked number 123 or 136, found all the way to the right second row.

number 32 is the front cigarette lighter fuse 2 and 27 for the audio unit which i presume means radio
these are in the fuse panel under the dash on the drivers side

I don't own a volvo so no. Does the cd changer work ?

If not then that fuse needs to be replaced. as your dealer was kind enough to give you a hint (check the fuses on each side of the #30 fuse). and replace if necessary.
