Since the fuses are ok i would try the servo this is the piece that looks like two face. it has a solid back on one side and a rubber front on the other it should be around your master cylinder. check to make sure that the wires arent frayed or have come loose.
yes it should be able to move you should be able to push the diaphram side in with your fingers you may have a leak in the diaphram look for pin holes or dry rot. you can have the swith tested with an ohm meter if you can find someone who has one now that i think about it it may be the switch replace the switch if this does not solve the problem then you know its something more serious. hope this helps you.

How can I tell if it is the switch on the steering wheel or the unit? is the servo mounted to the side of the unit and if it is should it be able to move? Looks almost like a TPS but it is mounted onto the side of a square unit next to the master cylinder
