There are two possibilities...
1. In the glove box behind a plastic panel. There are 3 relays in there. The fuel pump is the one closest to the drivers side.
2. It may also be on the firewall on the passenger side.

I cant find the fuse for the fuel pump on my 1990 Plymouth Voyager. It is NOT on the fuse block on the firewall. I cant find any fuses under the hood.

The fuel pump has no fuse, it is power as described below.
The two main fuel pump power feeds involve the ASD (Auto Shut-down Relay) which disables the fuel pump, fuel injectors, ignition coil and Oxygen sensor after the loss of a signal from the distributer. The direct power circuit for the pump travels through the relay from a white fusible link which is located under the hood on the left fender panel, along with the ASD relay. The other power feed for the ASD comes from fuse #13 in the fuse block. There's a lot more involved in the operation and troubleshooting of these circuits. So please make sure your diagnosis is correct before replacing the fuel pump, and yes, you do have to remove the fuel tank

No power to fuel pump relay

There is an emergency fuel pump safety shutoff in case of an accident that will automatically shut fuel pump off so fuel does not keep pumping out at the scene of a crash. The reset button is usually in the trunk depending on what vehicle you have. Your manual will identify location for you.

I CANT FIND FUEL PUMP RELAY IN MY 1995 DODGE SPIRIT

Check on the inner fender behind the battery. There's a group of 5 relays, 3 on the fender well,
and 2 will be on the strut housing. the innermost one is the fuel pump relay, the outer one is the starter relay.

They are just standard Chrysler relays.....you can get them pretty cheap.

The fuel pump is not geting power . and I cant find the relay

It could very well be that your fuel pump went bad. I am more inclined to say that the in tank fuel pump would go before before the relay . But you should find the fuel pmp relay under the hood near the main fuse box, if not in it.

Not getting power to the fuel pump. I have power at the relay but not at the connection on the pump

you may have a bad relay. use an ohmmeter to check for continuity to find where on the relay plug your wire feeding the fuel pump is. once you know which plug it is, use a jumper wire to provide power from the battery to that plug, then listen to see if the pump lturns on. if it does, then replace the relay. if it doesnt make a difference or you cant find that continuity between the relay plug and the fuel pump connector, then you mlust replace the wire that feeds power to the fuel pump from the relay.
