It sounds like a loose serpentine belt. Check the belt for cracking or frayed edges. It may need to be replaced or simply tightened.
If the sound is minimal or gone when the engine is idling, and you hear it whine when you step on the gas, then the belt is probably your issue.

We was going down the road and our jeep shut off and wouldnt crank we changed fuel pump and chaecked our old fuel pump too but it worker and the truck still wont crank it isn't getting any pressure we have...

You say the jeep won't crank-----do you just mean it won't start, but the engine does spin when cranking the starter motor? Have you had the trouble codes read from the ECU? Do you have spark at the plug wires? It could also be the crank sensor on your jeep that's bad.
If your ECU has gone bad, it won't send a signal to the fuel pump relay to turn on, so no fuel pressure. Just a few suggestions.

Where can I find a diagram of the fuel pump location to see about replacing it on a 1995 Jeep Cherokee? on line that is...

I would hope you know, that almost all fuel pumps have been in the fuel tank for the last 30 years.
Remove some of the fuel, drop the tank, the pump is on top.
You don't just put in a pump, assuming it is bad. Must perform one of several types of test, to determine if it has failed.
