I am experiencing this issue as we speak, Well I changed the air bag and button on the buick 1995 roadmaster . I keep getting the result horn blows until the fuse pops or it is disconnected. The horn is located under the fender well beneath the breather compartment on the driver side. That is where I unplugged it for now, I am now going to try the relay and see what that does, I hope this helps , I will update with the results.
Have a look under the bonnet (hood) at the front of the car and you will see the horn or horns,just disconnect the wires and they wont work,or remove fuse for horn

check relay , yes , also check ground circuit, if horn grounds by it's mount or by external wire... check all.. also check horn button contacts go bad or horn brush in steering wheel...

You can remove the horn relay and use a Ohm meter and check the resistance between the horn relay connector terminal No. 86 (Black Wire) and ground. If the ohms are less then 5 ohms replace the horn relay. There are a lot more tests but as Polarcycle states you can do what he suggested other then I believe you have two horns in this vehicle.

Check the wires are connect to the horn properly and not worked loose, if they are ok then you need a new horn,

Check the horn actuating contact at the centre of the steering wheel. It may be damaged or mis-aligned.
Also check the carbon contact that runs on the slip ring under the steering wheel (associated with steering wheel horn actuate switch) It may be damaged or mis-aligned.
If none of the above are faulty, you should look for a possible intermittent short to ground on the horn actuation control wiring.

Hello.
Changing out the old battery, you may somehow shorted something out in the car. You can check this by seeing if you have any power going to the lights on the car and what ever else that uses the power when you turn on the key. Newer cars like yours usually cant short out, but if the lights and other stuff dont work when your check them, disconnect the battery and look for the fuse panel. Check ALL your fuses and make sure none of them have been blown. You can check that by seeing if the filament in them looks to be burnt or broken as if it popped.
You can also check and make sure that the negative battery terminal is on tight enough. Sometimes a bad ground can mess everything up. As your doing this, before your reconnect your battery, go under the hood of your car and disconnect the horn. This will allow you to work without the horn blaring. To disconnect the horn, its just a wire with an end that simply slides over a metal tab, just give it a pull and it should come right off. You may have two horns so check both sides of the radiator. Hope this helps!
