I would recommend buying a Haynes manual, as they have very good diagrams and schematics. If you do not want to buy one, though, you can create an online garage on Autozone.com by registering (which is free) and add your car to the garage to get access to a free manual online. These manuals are kind of hit-or-miss, though, and i have had mixed results with them. But for free, it is worth looking into first.

Can the pcm cause the starter not to turn in my 2000 dodge neon?

Is it getting fuel? Check the pressure regulator or the fuel pump. Even if you have the plug wires on wrong it should do something.

My 2003 dodge neon 2.0 won't start

The circuit you hear powering up for two - five seconds should be the fuel pump priming the fuel system . What type transmission ? manual or automatic ? Do you know what a wiring diagram is an how to read it ? Free wiring diagram's here http://www.bbbind.com/free_tsb.html Enter vehicle info. Year , make , model and engine size. Under system click on engine then under subsystem click on starting .Click the search button then the blue link . If you look at this diagram you will see the fuse at the top of the page that powers the ignition switch . You will see the ignition switch , the starter relay and the PCM - engine computer ! The PCM supply's a ground to energize the starter relay . But only if it see's that the transmission is in park or neutral ( automatic trans ) Or the clutch switch is closed ( manual trans ) .To see this you would need to go to transmission controls under transmission/transaxel . Plus the PCM will not energize the relay if there is a anti-theft system problem . You could do testing right at the relay base (where the relay plug's into ) With a test light ,voltmeter etc... Car won't start when I turn the key to start the #10 fuse engine relay pops I checked every thing down to the fuel pump and every thing is fine the few times I got it started I took it around the block and...

I had a similar problem where the battery was ok but there was no sound from the starter and also there no lights on in the dash when the key was turned. Checked the fuse and checked wire from the fuse back to the ignition switch. The wire from the fuse was ok in fuse box but had no voltage at the ignition sw. The was also no voltage to terminal 30 in the starter relay. Ran a new wire from the fuse to the ignition and it fixed everything. Check for voltage at terminal 30 on the starter relay

2000 Dodge neon won't crank

Start by checking battery voltage, should be 12.5v to 12.8v. Then check battery draw, use a voltmeter on the battery while trying to start the car and watch the voltage drop, if drop is below 9.6v, it's not enough to start the engine and you will have to get your battery load tested. If there is no or very little voltage drop, then check the starter wire on the starter with the voltmeter, if the readings on the starter wire is battery volts, then you may have a bad starter. If no or very little volts at the starter wire, then go to the power distribution box and check for a faulty starter relay. Good luck, Gary

Try the ignition switch (the actual part with the keys). You can actually try starting the car without using the keys. You can do this by hot wiring.

Wont start

sounds like your not getting power to the starter. check the connections on the battery and the starter to see if any thing is loose. if not you could try taking off the starter, and taking it to a part store and have them test it.
