The PCM controls these fans via certain sensor inputs, ( CTS ) and switches ( A/C compressor for instance ). When relays are removed, both relays sockets should show 12v constant ( battery voltage on "switch side" ). When the key is rolled on, there should be 12v appear in two more places, ("Coil side" ) the relays are then operated by a ground signal from the PCM. ( Powertrain Control Module ) You need a scan-tool to check for fan request, by the PCM. A/C compressor request, etc. If you have any DTC's then repairing them may well fix your problem, otherwise, you may have a faulty PCM.

1990 chevy truck fuel pump doesnt have full voltage

I would start with checking the fuse and relay for that circuit. If that is fine then you will want to check the oil sending unit. If the sending unit breaks, the fuel pump will not work. Please state as much information as you can. Please write back with everything that you have tested and noticed. I will do my best to help. good luck.

Iam having fan problems i have change the relay put new water pump and the fan is new also any other things it can be

First off keep in mind that your fan is controlled by temp sending unit which sends a GROUND signal to the fan relay, which opens the curcuit to turn on the fan . Your fan has a CONSTANT 12volt supply going to it which is supplied buy a fuse .
With that being said, check with a volt meter to see if you have power (12 volts) at the fan plug . Ground the negative lead of your volt meter to the batter

One of the cooling fans is not turnng . car runs hot at an idle .

If you go to autozone or advance you can buy a new fan motor or a fan assembly. If the fans used to run on and off together then I think you just have a bad motor. On the other hand if they were not a duet, then you may have a sensor problem. No doubt each has a plug on it, disconnect the plug on the one not working and jumper it directly to your battery. Use an old extension cord on which you have bared the ends. If it spins then the fan is good and your problem lies elsewhere. If it does not spin then it is bad and your choice it to get a motor and install it in the plastic frame or remove the plastic frame and replace the whole deal. I would go with the whole deal myself so you do not have to replace the other motor come January.
