You can't just replace it because it need programming for that car. It have to be programmed with the VIN Number and the mileage. There are very few reasons that you would ever change an ECU. The number is on a paper sticker on the outside.
If you do not use the same stock engine you will have smog issues. If a smog tech notices they will automatically fail your vehicle. Also the emission standards set for your vehicle may be different than a Ion redline for example. Different states have different smog laws so check before you swap.

the p1182 code is an o2 sensor (bank 1 sensor 2) open circuit durning coast down fuel cut-off. i recently looked into buying a saturn ion redline (same engine as cobalt ss sc) and i read that they have alot of problems with the MAF sensor needing to constantly be cleaned and/or adjusted when throwing the P1182 code.
I used to own a 2005 Cobalt SS supercharged, basicaly the same thing as an Ion Redline. I know that on my car, there is an electric power steering pump, rather than a belt driven. If you have to same system, there may be an electrical problem causing the power steering to stop working and start again after turning off and starting the car again. If you are still under warenty, I would recomend taking your car to the dealership.
