A p1698 means the pcm is not recieving a bus message from the tcm. The vehicle bus is one wire that runs to each module as there means of communication. Could be a broken wire, bad connection, or possibly a bad module. Unless your pretty sure about what your doing and have some good wiring diagrams you should probably take it to your dealer.
Here is my "take" on the P1698 code:
The P1698 code means that no digital data is being received by the
powertrain controller from the transmission control module, located on
the right inner fender. The manual says to check the ccd bus wires
between the module and the rest of the system using the Chrysler
diagnostic readout box. But if you don't have one then I think you can
do the same thing by measuring for continuity (near 0 resistance)
between pin 4 of its plug and pin 11 of the data link plug under the
dash or pin 59 of the powertrain controller plug.
Then check the resistance between pin 43 if its plug and pin 3 of the
data link connector or pin 60 of the powertrain controller plug. The
powertrain controller is on the opposite side of the engine compartment
on the left inner fender. These module plugs are held in place by a
bolt. If the continuity between the transmission and the powertrain CCD
wires checks to be ok, then according to the manual the trans
controller should be replaced. You may be smart however to find an
honest shop that has a code reader and let them determine for sure that
it is the TCM and not the Powertrain control module (PCM) that is the
fault. These modules are expensive enough that you would not want to
replace the wrong one.
The other symptoms (1-3) are likely related to the problem because they
are also dependent on the digital data communication bus for getting
their instructions or sending their information. The passenger side
window is probably not related to this, but rather a failed connection,
switch or motor.

off the top of my head I am not sure w\hat exactly that code is although I do now it sound familiar. Most code tat are p one codes are usually more of an electrical problem or even a sensor. For that code all I can say right now is possibly a speed sensor issue or wiring

Sticking relay was my problem. Everytime I changed the battery I lost cluster and I think interior light. Fuse box relay center under the hood, I would unplug each relay then plug back in until I found the one that controlled the cluster. Check engine light is not related to cluster issue. You can have the check engine light check for free from most Auto parts stores. Hope this helped.

The code P1698 is: No CCD messages from TCM. That means the communication between the Transmission Control Module and the Power Control Module is lost. Sometimes this happens when a PCM, or TCM is replaced without being flashed, a bad connection at the PCM, TCM, or a bad TCM. Hope this helps.

Finally check continuity from pin 7 of the data connector and pin 65 of the powertrain connector (pink wire). If the continuity between the transmission and data link connector wires checks as well as from the connector to the PCM proves to be ok, then according to the manual the trans controller should be replaced. But you should also verify that there is either a + or - bias voltage of 2.5 volts on each of those wires as a loss of bias voltage will also cause this code.
