You can't. The alarm and more importantly the immobilizer is there to stop exactly what you are trying to do, steal the car without keys. It is all controlled via the ECM, the computer and uses a transponder in the key and The receiver in the steering column talk to the ECM.
Take your registration document down to your local dealership and get 2 keys keys made. Then reset the system.
Okay if the anti theft is really the problem the horn should be honking and some lights flashing. If i remember right to disarm the 94 intrepid you have to lock and unlock the passager side door with the key. If that dont work try driver side door and trunk all with the key. Good luck
Your dodge has an antitheft system that shuts down the ignition and fuel system when the lock was tampered with. This is why they did not take the car your anti theft system did exactly what it was designed to do. You will need to get it to the dealer to get the system reset.
