Brake fluid in the reservoir is low due to displacement of the fluid through the lines. As the brake pads wear the fluid makes up the difference. The sensor in the reservoir is triggering the light as the fluid moves from one side of the reservoir to the other. The brake pads (front or rear) are getting close to replacement. If they still have some life and you're not ready to change them you can just top off the fluid in the reservoir to turn off the light. However, when you do go to replace them the reservoir will become overfull and the excess fluid will spill on the ground. It's not a bad thing, just something to be expected if you just top it off.

check the angle of the drive way and the speed you approach it as the wheel may loose traction and stop spinning which immediately activates the ABS system to release the brake action on that wheel

I have a 98 plymouth. recently there was a storm and someone deciced to go through a wash and it stalled. so maybe a week later i try and start it and seems to want to turn on but it dosen't also the brake...

If the noise you hear when attempting to start the engine is a clicking noise, that is just the started relay trying to send battery power to the starter motor.
First check that your belts are in place. It may be that excessive water has unmounted them. The belts connect everything - alternator to battery, drive power, water pump, everything. If someone washed the engine deliberately to clean the mud, anything could be discontected, including electrical wiring. Hope that did not happen.

MOUNTED BRAKE LIGHT IS WORKING BUT NOT THE 2 BRAKE LIGHTS ON THE SIDE. BULBS ARE WORKING BECAUSE IT COMES ON EVERYTIME ALL LIGHTS ARE TURNED ON, BUT THE LIGHT DOES NOT BRIGHTEN EVERYTIME BRAKE PEDAL IS...

Your bulbs may still be bad, some bulbs, (like 1157 bulbs) have 2 elements that work independently of each other even though they are part of the same bulb. One element will light up for the tail lights one for the brake lights. Pull them out and look at them if you see any sign of black or a broken element, replace them.

Reverse comes on when brake

short in wiring harness OR short in wiring connector OR corrosion in connector OR someone put a trailer light clamshell on wrong (still a short).  This covers this 98% of the time.   The other 2% is frequently a short;~)
Do the brake lights always work? are they bright?

Brake Light Fuse & Gas Gauge

Start by replacing your brake light bulbs. If it still blows the fuse, them your brake pedal switch. If it still happens then you have a shot circuit in your wiring between your fuse panel and your brake lights.
