The dash and tail lights are on two different circuits, and the brake and turn signals are on different circuits, so at least 4 circuits total.
I would start at the headlight switch and check for power on the first two issues.
Check the tail light bulbs, check to make sure the dash lighting switch is turned up but not turned so far up that the interior lights come on when the door is closed.
That info is not in my wiring diagrams. It should be in your owners manual if you still have it. The fuses should be in the glove box or the box in the engine compartment labeled cluster lamp or dash lamp and Tail or Park. Keep in mind you are dealing with two different circuits so two different fuses. If both fuses are good, check for power output at the headlight switch.
Check the brake fuse in your dash's fusebox. Since the turns work, you know the bulbs are good, unless your Neon has separate brake lights. If the fuse is good, bulbs are good, then check for power at the brake light switch on the upper portion of the brake pedal. Should have 12 volts there all the time. Use a testlight or voltmeter to check. Good luck.
Tail lights, parking lights and dash lights are all on the same circuit...I'd go to the fuse panel under the dash and check the fuse for those lights....usually referred to as accessory lighting in the owners manual and is usually a 10A fuse.
first test your fuses if isnt fuse see if bulbs are bad on tail lights if bulbs are good do you have a dimmer switch for your dash see if you have it on
