Hard downshift on auto trans

Can't tell if it's this or I need to reflash it, I did initially have a misfire but that was corrected, but now I have a consistent downshift issue and a reoccurring upshift issue, only initiating either one, like relasing the gas around 3 or 4th gear and from take off it doesn't want to pull out of 2nd gear, until I force it to shift by either quickly revving it up or releasing the gas around 1200 rpm then reapplying the gas and then I'll hear it release and drop into the next gear.
