Hi,
Just pull back the plastic liner in the wheelwell to access the pump....
You will find it there, its easy as it goes in and out w/o tools.

1998 pontiac grand prix will not spray windshield washer fluid

This is most likely the washer pump. I just replaced mine today. It is located on the right side, in front of the wheel, behind the wheel well cover. you will need a phillips screwdriver to remove the srews that hold the wheel well in place. Just remove the ones to the front of the tire and under the bumper skirt. This will give you just enough room to access the pump. The pump is attached to the fuild tank. Disconnect the electrical from the pump. Drain any fluid into anothe jug - as when you remove the pump fluid will leak out. You may need a small screwdiver to gently pry between the pump and the tank to release the upper hold on the pump, then rotate and pull the pump out of the tank. Its held in by a rubber type grommet. Reverse the steps to reinstall. Hope this helps. Good Luck!

Can't find the fuse diagram

There are two fuses for the wiper / washers. In the underhood fuse block they are labled "WIPER / WS"-25 AMP, AND 'WASHER / RVC"- 15 amp. The body control module, wiper / washer switch are also part of the washer system.- Tech jk

Repolacement fuse?

The fuse to your washer pump is shared with the wipers themselves. If your wipers work, then your pump should. I just had the same problem. You can replace the washer pump for $20. It's located behind the front passenger's side wheel well. Just remove the passenger wheel and wheel well covering to access the washer tank, and the motor. The pump pulls off, after removing the electrical plug and fluid line. When you pull the old pump out, the washer fluid will gush out. If you want to save any of this fluid, you may want to find a cloth or something to stop the flow. The new pumps snaps in quit easily.
