Probably a dirty fuel filter restricting the delivery of fuel to the engine.

At 4000 rpm the motor cuts out shuts down but it runs smooth from800 to 3900 rpm and it has a rough idle.

Kind of sounds like low fuel pressure or bad ignition. Clean spark plugs, distributer, and fuel filter.

When my 2000 Pontiac Gran Prix accelerates to about 4000 rpm it acts like one cylinder is cutting out but runs fine up to that point. I have replaced the coil pack assembly and the ignition module plugs,...

The fuel may be contaminated, use a bottle of lucas, and two bottles of heet in the fuel tank, this will take care of the moister in the tank, and clean the injectors, and fuel system.

1987 TOYOTA 4X4 FI SE5 STALLS OUT AT 4000 RPM UNLESS YOU ONLY PUSH THROTEL HALF TO 3/4 OF THE WAY THEN IT WILL INCRESS PAST 4000 RPM

A fuel filter would be a sensible diagnostic step. Other wise one would need to know if it is carbureted or fuel infected.

Cuts out at 4000 rpm in neutral and bogs while driving

repair or, replace the MAP flap switch on your engine's intake tube this switch measures the air volume admitted into the engine so that the engine computer can adjust timing and, fuel injector speed.

Bucking or cutting out when pedal to the floor

check your fuel filter. i might have to be in the needof changing. i am also having the same problem. not the chirping but when i get up to 3500-4000 rpm it cuts out and buckes. from previous vehicles i own usally its a bad fuel filter to carb rebulid. but with the new cars it usually is the fuel system. i would start with the fuel filter cause that is the cheap route. if problem exsist. then take it to a qualified mechanic that you trust that has knowledge and they can hook up pressure, vaccum meters to see what is going on.
