CHECK WIPER FUSE.IF FUSE IS GOOD CONNECT A JUMPER WIRE BETWEEN THE WIPER MOTORS GROUND TERMINAL AND GROUND.THEN RETEST.IF THE MOTOR WORKS.REPAIR THE GROUND CONNECTION.IF THE MOTOR STILL DOESNT WORK. TURN THE WIPER SWITCH TO THE HIGH POSITION.AND CHECK FOR VOLTAGE AT THE MOTOR.IF THERE IS VOLTAGE AT THE CONNECTOR REMOVE THE MOTOR AND CHECK IT OFF THE VECHICLE WITH FUSED JUMPER WIRES FROM THE BATTERY.IF MOTOR WORKS.CHECK FOR BINDING LINKAGE.IF MOTOR STILL DONT WORK.REPLACE IT.
If you can pull and wiggle one wiper blade and the other one moves then the linkage is hooked up then thats good wiggle it with the key on and the switch on and see if it'll start moving if it does it may work awile but the motor ( wiper) is bad. nothing happens the fuse could be blown as someone tried to make it work when stuck in ice. or the switch got brocken or wet and now its bad. Test light at the plug where it connects to the motor is next as all the wires come hot in the different positions of the switch even in off theres a wire hot. With it plugged in and there is more than one wire hot at a time then the ground is bad and the bolts that hold it on are dirty or loose or both. Power and grond are both good the motor is bad. Toyotas are good and the peaple the work on them are not so look for things that are out of place or disconnected and make sure that every thing is plugged in and re plugged in before you try anything else including the connections at the battery as one of them only runns the wiper
