To fold the seats flat you need to lift the seat portion upwards so that it sits vertical behind the driver's seat and then remove the headrests on the rear seats. Then use the large button to release the seat rest portion and drop it into the cavity created by lifting the seat vertical.
To fold down, follow these steps:
1. There is a loop located in the middle of the back seat - pull it forward and the bottom part of the rear seat will fold down
2. Wedge the the back seat, and it should not give you any trouble in folding down
3. To ensure that the seat goes all the way down- remove the headrest.
If your seat can not be folded-down, follow these steps to remove it:
1. Put some pressure on the bottom cushion of the back seat.
2. To release the bottom seat, pull the T handles, and then remove the cushion
3. There will be some bolts and screws on the bottom of the seat - remove them, and then you can pull out the seat.

I have had the exact same problem , the actaual cause of the seat not sliding back is due to the small cable retaing clip which fastens at the underneath of the seat this is a very common problem and is very trickY to get to as you say the rear panel appers to need to come off , it does not, you axs the small clip from removeing the liners at the very bottom of the seat where there is a footwell light , when you axs this area you be able to get to the clip or the actaul cable ,to which ever is broken,,
