The owner of the car should be able perform engine tune-up . Prepare the tune up tools and materials . so that when tune-up is performed ,engine should be on peak performance and within specification.Use multi tester , Use timing light,use dwall meter ,use tachometer ,use feeler guage, adjust spark plug and contact point gaps. Adjust Idle speed and Idle mixture. Adjust tappet clearance,observe safety rules.If the owner of the car cant do the job done because of work then the owner of the car should go to a car mechanic and let them tune-up the engine.

There really isn't much to a tune up anymore. Plugs, wires, and filters are about all that can be considered a tune up, but to do a vehicle service I would check the belts, hoses, tie rod ends, ball joints, all fluids, air filter, oil change, fuel filter, exhaust, and plugs & wires.
first step is to have the fault codes read. If there are no codes and the vehicle is performing well then there is no need for a tune up as the ECM is continually doing the job for you

Low compression, or compression that "bleeds down" us usually indicative of a burned valve or a broken piston ring. Since this is a 1999 I'm going to assume there's a lot of miles on it. A simple tune up is not going to fix this. You're going to need to tear it down. This is definitely not DIY unless you're a mechanic.
