My '99 Windstar: the abs and brake light came on after changing the brake pads - the brakes/emergency brakes operated correctly. After a month, I bled out all of the old brake fluid, in order to firm up the brake pedal, and the abs and brake lights went out, and stayed out! (saved $$$ on new abs sensors) .
Also:there is a toothed ring on the inside of each front axle; this may come loose; you'll feel it when you apply the brakes. I simply tapped it back on to the axle, as far as it could go; no more problems...
It could be a bad fuse, but is most likely a problem with your abs system.
