The fuel pump relay is located under the dashboard of the car right next the fuse panel. Depicted in the included photo, is the exact replacement relay for a 1994 Honda Civic DX, and should look like, or similar to, the one located by the fuse box.

This is not hard to do, first remove all the steering column plastic, then you'll see two bolts with no heads on them. Take a chisel and a hammer and loosen the bolts, counterclockwise. Install the same way except the new lock assembly will have reverse hex screws you torque down until the heads break off. good luck.
