If the passenger side seat belt in your 2013 Chrysler 200 is stuck around the headrest, it could be due to a variety of issues. Here are a few things you may want to try:

Quarter Lower Trim Finish Panel Assembly

Procedure
Remove the cargo tie down loop anchor plates and bolts.
Remove the rear passenger seat belt guide.
Disconnect the rear passenger seat belt so that the trim panel can be removed around the seat belt. Refer to Rear Seat Belt Replacement.
Pull the trim panel toward the inside of the vehicle to disengage the retainers.
Tighten

Quarter Lower Trim Finish Panel Retainer (Qty: 5)
Remove the rear weather stopping. Remove the two passenger side rear seat belt mounting bolts. Remove the upper and lower rear trim covers. Remove the passenger rear most trim panel. Remove the passenger trim panel Justin from of that.
Remove the lines from the EVAP core from under the vehicle. Remove the several screws and nuts that hold the rear HVAC housing in place. Carefully swing the HVAC housing away from the side of the vehicle keeping in mind you will need to unplug a couple connectors and use caution not to pull out the heater hoses when doing this.
Disassembly the housing and swap out the EVAP core.
The rear lines disconnect towards the front of the vehicle about right under the passenger front seat. They will be held to the body with half a dozen fastners.
You remove the plastic seat belt retractor covers,
on the floor by the "B" Piller
If you need to replace them, the retractors I mean, there
is a special GM Torx Driver Bit for seat belts
I would play around with them to see what the issues are

Remove the panels to the belt, normally these can miss roll and get stuck. Unbolt the unit so you can get some slack that should be enough to release and pull it back out to correct it. If that will not do it get a replacement from a junkyard and replace.
If the van has a cup holder on the doghouse you should not have to remove it to get doghouse out. There are 2 latches on the sides of the dog house, one on driver side and one on passenger side about halfway between the floor and the dash, un hook these. Pull the carpet back from around the bottom of the dog house, there will be 2 clips held down with bolts, remove these. The doghouse should slide back, and out from under the dash, it might be necessary to remove the passenger seat to get the house out of the vehicle.
It could have twisted on recoil and is now stuck. You'd have to remove the interior panel to view that.
On the really bad side, the seat belt pretensioner could have failed or fired and locked the belt in place. If that's the case, I'd have a mechanic replace it since you can trigger an air bag deployment replacing it yourself.
you may have to remove the bolt that holds the buckle to the floor. Try to push the belt into the retractor and see if it frees up.
I assume you are saying it is in the locked mode. It has an automatic lock mode for holding a child seat. When the belt is pulled all the way out, it goes into locking mode. You will hear it ratchet when the belt starts going back in.

Safety Belt, Lap/Shoulder
The dual locking mode retractor on the shoulder belt portion of the combination lap/shoulder safety belt for the front seat passenger and rear seat outboard passengers operates in two ways:
In the vehicle sensitive (emergency locking) mode, the shoulder belt retractor will allow the occupant freedom of movement, locking tight only on hard braking, hard cornering or impacts of approximately 8 km/h (5 mph) or more. The front and rear outboard seat belt retractors can also be made to lock by pulling/jerking on the belt.
In the automatic locking mode, the shoulder belt retractor will be automatically locked and remain locked when the combination lap/shoulder safety belt is buckled and does not allow the occupant freedom of movement. This mode provides tight lap/shoulder belt fit on the occupant and on a child safety seat or infant carrier installation restraint.
When the combination lap/shoulder belt is unbuckled and allowed to retract completely, the retractor will switch to the vehicle sensitive (emergency) locking mode.
WARNING: REAR-FACING INFANT SEATS SHOULD NEVER BE PLACED IN THE FRONT SEATS.
The automatic locking mode must be used when installing a child safety seat on the front passenger seat and rear outboard seats where dual locking retractors are provided
