and in USA< connect any scan tool and see if VSS died.
the usa 96, 1.0L 3cyl has the VSS sensor in the speedo
and when the cable snaps, Speedo to transaxle flex drive cable.

and Vss goes dead.
easy huh, if all 3 are dead.
but if speedo ONLY goes dead, that means ITS dead.
vss= veh.speed sensor. or MPH sensor.
First speed erratic; a simple scan of the OBD2 computer will output any issues you may be having. With that you can tell if it is the sensor, the ****** or something else. Without any further information it could be any number of things.
There should be two cables on throttle body.One from the speed pedal and the other going to the gearbox ...follw this one...unless it is controlled electronically
IF BATTERY IS 12.5 VOLTS THE CAR STILL DONT CRANK.MAKE SURE CABLES ARE TIGHT AND CLEAN NO CORROSION.IF ALL IS GOOD YOU HAVE STARTER SOLENOID PROBLEMS OR STARTER MOTOR IS DEFECTIVE.

a Hall-effect pickup that sends a signal to the powertrain control module (PCM) (12A650).
able to provide the VSS signal which tells the powertrain control module vehicle speed.

Removal and Installation
Disconnect battery ground cable (14301) and positive battery cable.
Raise and suitably support vehicle on hoist. Refer to Section 00-02 .
Remove three bolts, seven nuts and Y-pipe assembly from vehicle.
My nephew has a 96 taurus also when his radio went out he noticed that his speedometer was not working as well so we check the fuses under the dashboard and found that a fuse from the radio memory was blown . We replaced it and the radio and speedometer and the odometer worked fine
