Have you tested the turn signal switch is voltage leaving the turn signal switch? I would think it is the switch that is the problem assuming all the fuses related to the lights are ok and not blown out.
Replace the flasher module this should resolve the turn and hazard light issue. If the stop lamps not working after replacing flasher check brake light switch
ignition switch on its way out, as a golf owner im sure awre theyre common, also possible ignition relay, though i reckon ignition switch it has two outputs and they fail intermittanly, eventualy they will stop all tgether,new swith bout £20 though fitting means removal of steering wheel and a puller is required to remove the housing.

this is going to sound nuts but its true.if your brakelight switch is defective that light will flash.
see if you brake lights are working.if it is automatic trans you will notice the shifter will not always release when you depress brake pedal.
if its not brakelight switch get it autoscaned with a VAG.com
Most Golf and Jetta have their relays bunched together with the fuse block. Often, it would be inside the fuse box/compartment located under the facia panel, on the right-hand side, behind a removable cover. On most models, the flasher relay would be labeled 21.
Incidentally, sometime ago, there was a recall on some Golf where Volkswagen dealers will install a new hazard flasher switch/relay kit to remedy a common issue. You may want to try first Volkswagen at 1-800-822-8987.
