Do you have any warning lights on the dashboard? This could be one of many engine sensors on the fuel system. It could be anything from an O2 sensor to a throttle position sensor. You might need to have the vehicle plugged into a diagnostic system or an OBD2 scanner. This will give you trouble codes which are clues to the cause. This will cost money so shop around as the prices can be very different. If you comment below i'll try and help you work out what they mean.

Make sure the trans fluid level is correct. It is, Engine off, ck to make sure linkage is working trans shift lever on trans,,,,,,,,good luck

Threshold Value ~ Circuit continuity: Open or shorted
Enable Conditions ~ NA
Time Requirements ~ Continuous
MIL Illumination ~ No MIL illumination
Related Items
1)Open between TCM (C221-41) and ECM (C254-68).
2)Short to B+ or GND between C221-41 and C254-68.

With ignition off, disconnect C254 from ECM and C221 from TCM. Measure resistance between C221-41 and C254-68 (less than 1 ohm).
Is resistance as specified?
YES
Go to step 2.
NO
Locate source of open or high resistance and repair as necessary.

Measure resistance between C254-68 and GND (infinite resistance).
Is resistance as specified?
YES
Go to step 3.
NO
Locate source of short to GND and repair as necessary.

Turn ignition on and measure voltage at C254-68 (0v).
Is voltage as specified?
YES
Thoroughly check for loose, bent or corroded terminals in circuit than go to step 4.
NO
Locate source of short to B+ and repair as necessary.

Clear codes and return vehicle to original condition. Verify any repairs by driving vehicle with KIA Data Pro connected to OBD-II connector and monitoring for pending codes (refer to section 3 of the KIA Data Pro Generic OBD-II Program Card reference manual).

That is the O2 sensor AFTER the CATALYTIC converter. its meaning is TOO LEAN. That means it could be related to a bad sensor or an exhaust leak.

Kia Rio revs, won't go in any gear

your post is 1 year old. i started helping others 1 week ago. as a fellow rio owner im here to help there are currentl over 5000 un answered posts. if you still need help re-post your problems .its free to get your check engine light checked at most auto parts stores . write down the codes and meanings. 03 kia rio's are blue booked at about $500.
if you re-post with a code you can get faster help. if your car dont have a code . its hunt and guess . my guess would be throtle position sensor,knock sensor or mass air flow
