By 2000 the majority of vehicles are computer controlled to some degree so identifying the wires by traditional methods might not work so ideally a wiring diagram should be used or a look at a similar car if there is a breaker/dismantler nearby.
In the "old fashioned" circuit there would be a ground and a supply for the pump and and the fuel gauge wire and it was easy to identify them - the supply and ground would be thicker and it would be simple to identify which was which but with later technology the electronics would be unlikely to switch on the supply if it didn't "see" the load the fuel pump represented and there could be other gadgets in there, such as a fuel pressure sensor, that means more wires.

The fuel pump relay is under the hood in the MAXI fuse box, it is a black box with a huge wiring bundle comming out of it.

You may have a break in the wire inside the tank to the fuel pump. I have seen the wires disconnect as the pump is installed.

Sounds like a bad connection between the two points.
It may be easier to run a new wire than to tear the harness and connectors apart.
