C1 & C2 in your panel are most likely one of the culprits, if no power at heater at seat. Sounds like testing for power at seat switch is easier to do than get at these circuit breakers in the panel. If you have power at switch at seat, then it's not the fuse/circuit breaker. Good reading at this link for you.

SOURCE: LOCATION OF LIGHTER FUSE FOR 1996 JEEP GRAND
If you have the owner's manual look up fuses in the index, good illustration. If you don't, I do. It shows a relay and a 15 amp fuse. Look at the passenger kick panel, pull the cover, and it is #2 fuse (second from the top on the left) The see the relay you may have to pull the panel (two screws and a clip) the relay is the third cavity down, third row from the firewal side.
Let me know if this works for you?
SOURCE: where is the starter located on a 2004 jeep grand
Standing in front of the Jeep facing the engine, it is on the left side, near the bottom and at the back of the engine where the transmission bellhousing bolts to the engine block. The oil filter will be roughly 6 inches above it.
What problem are you having with it?
Testimonial: "told me exactly what i needed to know."
SOURCE: Where is the camshaft sensor located on my 99 Jeep Grand Cherokee
If you still have a cap rotor and ignition wires, it's inside the distributor. If not, it is the part where the distributor used to be (center rear of the engine behind the intake manifold)
It
can be the issue with weak battery or faulty battery or if battery is ok,then
its faulty starter causing the issue.
