Fuse box info starts page 10-37 or page 295 I think I would start by checking fuses and relay. If you have lost power in or out of AC controls they it would not send signal to radio display.

Fuel filter just part of the fuel pump located inside the fuel tank.

Might not be a bleeder. But what can be used as a bleeder is the hose and lines and loosen or remove one end and either prime it through that line to get some fuel in the pump or just to let the air get out and into a bucket using a long hose. Many tricks to learn and don't let it get that low again. Add more fuel to help push the fuel to prime it
