You need to check pressure in the fuel rail on the engine. I don't know the specifications, but it probably should have 40 to 50 psi with just the key on (engine not running) if the fuel pump and pressure regulator are working properly. If you don't have fuel pressure at the rail, the injectors cannot deliver fuel to the cylinders.

With the upper plenum removed and spark disabled turn on the key and allow the fuel pump to prime while watching the fuel lines from the back of the intake to the injector. I suspect you lines are leaking. Have seen this before. ALOT.

The check valve on the fuel line at the filter housing may be leaking back not maintaining pressure when the engine is not running.

You might be experiencing a problem with your Vats security system. GM installed these anti theft systems on almost all of its cars in the 90's. (that little black chip in your key) They are known for turning off starters and injectors.
