Ok possible causes are (1, the center positive contact is corroded/ use a pencil eraser then vacuum out the shavings first before using it (2) the wire plugs that attach to it could be also corroded loose or broken // for corrosion use a nail emery board on the power point tab and for the round plug use steel wool inside with a tooth pick again vacuum out and use alcohol and let dry if it still doesn't work after doing this the inside element is burned out from (a) holding the lighter in longer then usual to get it hot enough to light cigarettes (b) constant use for cell phone chargers your truck is 13-14 years old by the build date sticker and these things will burn out over time it could also be loose from turning the charger while it's in the socket anyway the center positive round piece must be shiny for good contact if yours looks rusty that's possibly your problem but if you know that you have always had to hold it in longer than usual that causes the contact to burn out

Oil Change Reset
A press of the OIL CHANGE RESET switch will allow you to
reset the oil life feature to 100% (or your Personalized Oil Reset
Percentage). After you have the oil changed, you must execute
the following procedure. Press the OIL CHANGE RESET switch
and hold for five seconds as the M/C counts down for five
seconds. After a successful reset the Message Center will display
“OIL LIFE RESET TO 100%.” If you have established a
Personalized Oil Reset Percentage, the display will show that
percentage instead of 100%. To ensure accurate oil life
indicators, perform this reset procedure only after an oil change.
Your Personalized Oil Reset Percentage allows you to establish a
smaller oil change interval than the manufacturer’s
recommended interval. To establish your Personalized Oil Reset
Percentage perform the following procedure:
1. Press and hold the OIL CHANGE RESET switch and press
the RESET switch while the display is still counting down
the 5 seconds to reset. The display will change to “START
OIL LIFE AT XXX%.”
2. Press the OIL CHANGE RESET switch until the displayed
percentage is the Personalized Oil Reset Percentage that you
desire. Your choices are 100%, 90%, 80%, 70%, 60%, 50%,
40% and 30%.

Look under the dash on passenger side and just to the left of the blower motor housing you will see the 4WD control module.Remove the 2 screws holding the module and let it hang down and your resistors are behind this.Remove the 2 screws holding the resistors and remove.
Now I am assuming you have manual climate control and not electonic.

TRY CHECKING THE SWITCH. WITH A TEST LIGHT, THERE WILL BE A WIRE THAT IS HOT. WHEN YOU PRESS THE WINDOW BUTTON, SEE IF ONE OF THE OTHER WIRES GET POWER TO IT. IF YOU GET A WIRE THAT LIGHTS UP ON THE BACK OF THE SWITCH WHEN YOU PUSH THE BUTTON, THEN THAT MEANS THE SWITCH IS WORKING AND THE MOTOR NEEDS TO BE CHANGED. Look in your manual for the Power Distribution Box reference in Roadside Emergencies. It should be located under the hood on the driver's side. My 2002 Explorer has two power points on the center console and the 20A fuses in the Power Distribution Box for them are number 7 and number 9. They cost $3.99 each at AutoZone. The cigar lighter fuse under the dash is unrelated.

Position #62 30A CB Power windows circuit breaker, I really doubt this is the problem, but check it, if u have a short circuit the circuit breaker will be hot to the touch.
