Whats hard about removing wiper arms easy job.Windscreen fitting harder if you get it wrong.
SOURCE: Timing Venture wipers
disconnect the wiper transmission from the motor, then run the motor and turn the motor off with the wiper switch, this will park the motor, re-attach the wiper trans linkage so the wipers are parked/down
SOURCE: windshield wiper arm
These are a tight fit...Spray a little penetrating lubricant onto it and let it sit for about 20 minutes. You will notice there are splines that match up from the drive unit to the base of the wiper arm...sometimes these can get a little corroded and becasue of the relative surface area it makes them a real pain to get off. You may need to just pry against it gently with a flat head scredriver after you spray on the lubricant. Pray at it from all different sides of the base so that it doesn't bind up and get crooked.
Hope this helps! Good Luck!

My dad helped me solve this problem on my truck...
They simply pry off. He put down a towel to protect the cowl grill, took a hammer (using the split end) and pried them right off.
There was no mechanism holding them on, when we were done working under the grill, we used the same towel, but the other side of the hammer to stick 'em back on.
SOURCE: Need to remove wiper arms from 1998 Dodge Ram in
pull off the guard shield at the base of the wiper arm and a nut should be exposed remove the nut if one there and it should pull off if neither is present pull the arm upwards and with a tiny pin fit into the hole causing the wiper arm to stay up and out and simply lift it off

remove wiper arms and then you can raise the hood to remove screws that hold down the vent panel.
now carefully remove vent panel.
Fig. 1: Mount the wiper blade/arm as shown-Dakota models
Fig. 2: Mount the wiper blade/arm as shown-1994-96 Pick-ups
When installing the arms, the at-rest position of the blades
should be determined before pushing the arm onto the pivot. For Dakota
trucks, the tip of the driver's side blade should be 0.51-2.63 in.
(13-67mm) above the cowl panel and the passenger's side blade should be
0.94-3.06 in. (24-78mm) above the cowl panel. For 1989-93 Pick-ups and
Ramchargers, the driver's side blade should be 1.84 in. (47mm) above the
windshield weatherstripping at the heel of the blade; the passenger's
side blade should be 2.24 in. (57mm) above the weatherstripping. For
1994-96 Pick-ups, the wiper motor must be in the PARK position and the
wiper blade should be about 0.85 in. (22mm) from the upper edge of the
black-out areas at the base of the windshield.
Hope this helps to solve it.
