Because its your brake pedal switch that has failed when it fails it makes the brake pedal switch keep the lights on to show you that it's broken replace the switch and it will stop make sure the switch and spacers go back in the way you took them out

SOURCE: 1996 ford explorer license plate fuse

I'm not to sure what one you did want license plate light or the tag light up high above your back door. I know I am reading license plate so I will say the fuse needs to be replaced. plate lamps need 2 light bulbs and the fuse box is under the steering wheel or under the hood there are 2.
in my book it said that it is a (194 trade number), I woulds change out bulbs and then fuse.

Check for a broken wire or loose connection at the multifunction switch. This can occur especially often if you use tilt steering. there is a few screws under the steering column shroud, unscrew the tilt wheel knob, you may vice grips to get it to unscrew. remove the shroud and check wiring and connections, remove the multifunction switch and make sure there are no wires loose in the connectors. If you have a wiring diagram you can jump the circuits at the connector, if no loose anything and you get lights to go on by jumping the switch, replace the multifunction switch (that's the lever on the left of the steering wheel, in case you were wondering)

SOURCE: my 94 ford explorer keeps blowing the 30 amp EEC

There has to be a short in the EEC. My advice would be to take it to a mechanic you don't want to be playing with electronics if you don't have the expertiese. It's a good way to fry more systems

My sincere apologies for the delayed response.
I am personally going back to answer your unanswered questions.
I have only been a free contributor to this site for the past 4-months.

I do not know if you still need this information, but I am going ahead and answering it anyway.

CLICK
on the following LINK. It has several Belt Diagrams, one which will match your specific engine and options (AC/No AC, Power Steering, .etc) that you will need.
To directly answer your question: YES the Power Steering Pump is part of the Serpentine Belt Route.
Let me know if this helped...
Again my apologies..

I have a 1999 Ford Explorer XLT and the brake lights and reverse lights don't work. I don't have a diagram of the fuse panel. We have checked everything else.

Have you checked under the hood in the engine compartment? I do believe there is a fuse box there with fuse for the brake/reverse.

If you have tow package (factory) pull the fuse to trailer charge 30amp fuse. Under the hood fuse panel. It sould correct the problem. I corrodes in rear and backfeeds to Ignition.

Cant find the fuse for my brake lights on my 2002 ford explorer

if the third brake light works you will probably need a brake on off switch. the fuse panels on that truck are under the dash near the steering column and under the hood in the power distribution box. both of these panels are identified in the owners manuel.
