See under the bumper its strap with clips,you must take it out from it,

Hi,

It's obvious you need a replacement for the front bumper of your 99 discovery but unfortunately a 03 discovery bumper won't fit your 99discovery because they have a wide difference.
Although, a 01 discovery bumper might be a good choice of consideration.
