Hi Paul. I know of two possible places the filter could be.
The most likely place is under the car on the driver's side rocker panel about the middle of the rear door.
It might also be in the engine compartment against the firewall on the passenger side but near the centre.

Should be under the back wheel, before wheel on the left or right side.

You basically have to unbolt the oil pan and then replace the filter inside.

it is an internal fuel pump located underneath the back seat..

try holding down the throttle all the way when starting (thinking it might be flooded from overpumping the accelerator)
remember the computer automatic puts a shot of fuel in the car when you try to start (no need to pump)
