SECTION 303-08: Engine Emission Control 1999 Cougar Workshop Manual REMOVAL AND INSTALLATION Exhaust Gas Recirculation (EGR) Valve Removal

  1. Remove the air cleaner outlet tube.
    1. Disconnect the intake air bypass hose.
    1. Disconnect the positive crankcase ventilation hoses.
    1. Remove the air cleaner outlet tube.
  1. Disconnect the tube from the exhaust gas recirculation valve.
  1. Remove the exhaust gas recirculation valve.
    • Disconnect the vacuum hose.
Installation
  1. EGR VALVE 1999 MERCURY COUGER - sxu~us~en~file=ani_caut.gif~gen~ref.gif CAUTION: When cleaning the gasket faces, do not allow debris to enter the intake manifold or exhaust gas recirculation valve.
    Clean the gasket faces of the intake manifold and exhaust gas recirculation valve.
  1. Install a new exhaust gas recirculation valve gasket.
  1. Position the EGR valve and install the bolts.
    • Install the vacuum hose.
  1. Connect the EGR tube.
  1. Install the idle air control valve. For additional information, refer to Section 303-14A . For additional information, refer to Section 303-14B .

SOURCE: need to replace the starter

nope... it's on the bottom of the motor... or rather mounted there... i'm not familiar with that car... is the motor in sideways or front to back.... either way... the starter drives a gear on the back of the motor located where the transmission is bolted onto the motor. so look at that spot on either side of the motor on the bottom.. best to just lay on the ground and look up at the motor... unless you have car ramps you can drive the car up on. be sure to unhook the battery... usually two bolts hold it on.... drop the starter... unhook the cables and make sure you put them on the new starter the same way... mount the starter back on and tighten the bolts and you are good to go.

you do know for sure the issue is the starter ?

Have you had the code reset using an OBD 1 scan tool? It must be reset as the code remains in the computer.

SOURCE: code p0400 keeps coming up after changing the egr valve and sol.

You need to check the passages from the egr valve to the intake to see if there is excessive carbon buildup thereby blocking the passage to the intake. The principle is that when the test for the code runs it is to determine if the egr system is operating correctly. It opens the egr valve to lean out the fuel mixture an so determine if the system is operating correctly. If the code is for electrical operation of the valve it will be an electrical issue

SOURCE: 1999 FORD EXPEDITION 2WD 4.6L EGR VALVE,EGR

Remove the throttle body housing on the top of the intake, it is a 90 degree tunnel like small piece held by 4 small bolts, turn it over and look for two holes, these holes are for the EGR valve flow, they are probably plugged up with carboned crud, clean them out with the tip of a screwdriver if neccessary to remove all the crud, once its clean reinstall it and reset your check engine light, hope this helps, let me know

egr valve or fuel tank vent clogged, bad or contaminated fuel, idle air control valve faulty. 73% sure its 1 of the 2, egr valve or catalytic converter.

for p0401:
In fixing this code, it is quite common for people to just replace the EGR valve only to have the OBD code return. The EGR valve is not always the culprit.
Use a vacuum pump and pull the EGR valve open while monitoring engine RPM's & DPFE voltage. There should be a noticable difference in RPM's with the EGR open.
Clean out the EGR valve and/or tubing to remove deposits.
Check the voltage at the DPFE, compare to specified values (refer to a repair manual for your specific model).
Replace the DPFE sensor (with a good quality / OEM one).
Replace the EGR valve.

I have a 99 couger with code P0401. I changed the egr valve, egr solenoid and the sensor. Light still comes on. What else could it be? Thanks.

First you need to reset the computer. Disconnect the NEG battery cable for 10 minutes, you could have fixed the problem and the old errors are still being reported.

If the same code resets, the problem is the vacuum passage below the airhorn. Usually this occurs on 4.6 V-8s, and it only requires removing the Airhorn and its' gasket and cleaning the groove beneath the gasket. Another possibility is the backflow airtube. This sits behind the engine and has 2 vacuum lines going to the EGR sensors at the back of the engine. If its rusted or cracked it will lose airflow and generate a code. JB weld may fix it.

The onboard computer only knows that the EGR flow is not good. The computer blames everything South of the EGR and they have nothing to check the airflow TO the EGR. The grooves under that Airhorn gasket provide the original flow.

I went through $420 worth of parts to no effect before I found a copcar municipal mechanic who clued me in on this.

Obd2 scanner code reader indicated a p0401 problem with my 1999 mercury sable. What could be wrong. According to the handbook that is given with the scanner p0401 is an egr with insufficient flow.

your egr valve may be bad or you mite be just clogged. take it off and see if there is any deris in egr vavle or the hole on to mounting service if so clean out. if not replace the egr valve.

you have to find out what is drawning on the battery to keep killing it I would check out the alternator and drive belt make sure the battery is fully charged and does not have a weak cell
