I suggest you start at the power source and test your way back to the pump. Where the point between where it is and is not will be the issue. Always check the fuse first.

If i jump terminals 30 and 87 for the fuel pump relay shouldn't the fuel pump come on

This may depend on your vin? Did you use a test light to see if terminal 30 is hot? My database showed two vins, I need to know which one?

2001 Saturn L300 will not start

If it turns over when you turn the ignition key and you have power. Check too see if it is getting gas. The fuel pump could not have enough pressure to start the engine. When you first turn you key on listen and see if you hear the pump runs for a couple of seconds. If no sound probably fuel pump. Do a pressure test first.

Does the fuel pump for a pontiac have a reset

No but there is a fuel pump relay. If there is power at the relay and no power at the pump replace the relay. It is fairly easy to check Where the relay is are others that are the same, switch two relays and see if the other item works.

It is a common failure item on these cars. That is to say the fuel pump itself. You still want to check the connection back at the tank for power before you repalce the punp. It is not cheap, but check on EBAY if you need one. I just bought a complete assembly for a Tahoe that was only 80 with shipping compared to over 300 at autozone.

Hope this helps

Car wont start.

Sorry the saturn's do not have a inertia switch. But more information would help. Like does the security light activate on the dash, you may have a bad Passlock, Place the ignition key to the on possition for 10 min and then try starting it.
Good luck and let me know how things are going. There should be instructions in your manual on how to get the car started if the Passlock is giving you problem.
