Use a continuity tester or multimeter to check if electricity is getting to the bulb socket. Remove the left rear turn signal lens and bulb. Start the vehicle and leave it in park. Turn on the left turn signal and ground the test instrument ground lead to the outside of the socket and touch the positive probe to each of the contacts inside of the socket being careful not to touch the probe to the socket shell (which will short out the circuit and blow the fuse). If you find that you are getting electricity to the bulb socket contacts, the bulb is not making proper contact in the socket or you have the wrong bulb installed. If there is no electricity getting to that contact, you have a broken wire somewhere. Usually I find that the bulb (for one of many reasons) is not properly contacting the socket contacts properly or the contacts either on the bulb or in the socket are dirty and cleaning them up has done the trick. Turn the vehicle off before cleaning the contacts to prevent shorting. You can (carefully) push the wires into the socket and pull the whole contact board out of the socket to check and clean the whole shebang up.
Randy answer is correct also sometimes as he stated the sockets contacts can get corrosion and also the wire contacts on the bulb can not be lined up properly with those contacts and should be tight fitting I have also seen bulbs that look 100%good on the outside but burned where you can't see it inside the plastic and I know you said that it's not the bulb it's a 2 element bulb 1 for tail lights 1 for signals & 4ways

Replace the bulb that stays on and doesn't blink, if that doesn't solve the problem, let me know.

I had the same problem. It was a defective lamp socket on the driver's left side, Volvo Part Number 8662985. Costs me $11.24 to replace the lamp socket, which included the bulb. If you've already replaced the bulbs yourself, you will find replacing the socket pretty easy, just use a thin flathead screwdriver to delicately pry off the metal retainer clip which holds the lamp socket in place, as you'll need to reinstall the existing metal retainer clip once you've replaced the lamp socket. Two minute job.

I have a 2000 ford focus no brake lights. with the brake lights the transmission would not go into drive .replaced the brake light switch checked fuse replaced turn signal switch with no results then i moved onto the wiper switch and replaced it as much to my supp rise it fixed the problems
