That means your horn and electrical to the horn are good. You may have a bad clock spring under the steering wheel, or a bad switch. Don't forget to check the horn fuse. It may have a different circuit than the FOB.

the problem is the rotating contact that connects the horn to the steering column wiring harness, this part is called the clock-spring contact, u must remove the steering wheel to change the part out.

Todd, sense you have the steering wheel cover off, we need to check to see if it will honk when you take the ground wire for the horn and ground it anywhere to a good ground, preferably the ground post from the battery. We know this is always a perfect ground! The wire for the horn will be a single wire all by itself. If it doesn't Honk see below.
Next: Next we want to ground the horn wire coming out of the other side of the steering wheel, this is much harder but will tell us what we need to know.

Usually the wire from the steering wheel is Green w/Red and the wire to the horn from the fuse box is White. There is only one fuse, sometimes shared with the emergency lights. Check to see if there is power to the horn itself with a volt meter.

save yourself the hassle , buy yourself a momentary 12volt switch drill a nice clean hole on your driversside dash and re-wire your horn to it, all the screwing around you'll do to figure out why toyota makes cheesy horn contacts you could have your problem fixed..
on one side of the switch you should run a wire that is a 12volt switched +
on the other side I would run another side run a new power wire to your horn
leave your horns stock ground and just replace the HOTLINE ..
you could even go as far as installing a la cou ca racha horn to bring back that 70's Lowrider feel lol

If the horn works with direct connection, and fuse, relay, and circuit breaker are all good, it's the switch in the steering wheel. If it is anything like the chrysler auto's, the switch and the air bag module is all one unit, can't replace just the switch, the whole thing, and it's about $700 to $800 for those units, at least it is here, and can only get them at a dealer.
