2003 ford crown victoria with working brake lights but no parking or rear lights

Duplicate the issue ? You mean the lights are working now ?
The turn signals and brake light circuit is one and the same. The parking lights are on a different circuit. The parking lights get power from the headlight switch and don't travel thru the turn signal switch.
So have you checked the park fuse for power ?
The location of the fuse should be in your owners manual.

I need parking lights

Look in the yellow pages for "used auto parts" or "automotive salvage" and ask some of those places. Some salvage yards will have any body part that you would need. You can also go to carid.com, here is a link, thay are about $13-$24 http://www.carid.com/2006-ford-crown-victoria-headlights/tyc-parking-light-12009991.html?CAWELAID=120020200008605367&cagpspn=pla&gclid=CPG4uafUmbsCFbFxOgodcXUA9g
