IT IS PROBABLY THE MULTI FUNCTION SWITCH ..THAT IS WHAT YOU USE TO TURN THE BLINKERS ON..TRY TURNING ON YOUR EMRGENCY BLINKER BUTTON AND IF THEY WORK THAT WAY IT IS NOT THE FUSE...THE MULTI FUNCTION SWITCHES ARE PRONE TO FAILURE...
the vehicle may have a LCM or lighting control modual- if it does your problem is most likely here... i have seen a few go on the crown vics. hope this helps and good luck
