Front drive shaft will not turn freely after disengage of 4-wheel
02'f-250 ....i noticed that from returning to 2WD & unlocking front hubs that drive shaft woulld not turn freely ...still as though in locked position.......... i'm not in 4WD that often...but when i locked hubs that right hub was difficult to turn....would not turn by hand,had to use wrench to turn.... maybe possible this is cause....
Just remember the old saying. Righty-tighty lefty-losey. It works for both wheels. You turn to the right to tighten left to loosen therefore right to lock left to unlock.
sounds like it might be an encoder moter, but the best thing you can do is take it to a good transmission shop so they can hook up their reader and find out for sure

if you have free wheeling front hubs ---yes
if you have auto locking hubs --yes until the hubs lock up
if you do not have free wheeling front hubs ---no as the wheels will turn the drive shaft through the diff
If you do not hub locks on the vehicle then Yes . Both axles turn and they turn the diff which turns the front drive shaft. If you have hub locks and they are disengaged then no the axles will not turn.
If you have locked hub drive in the front end then that shaft will be turning all the time when moving as the front wheels will be making it turn through the diff,. If you have free wheeling hubs that allow you to disengage the hubs then the shaft will be turned from engagement from the transfere case. In that case check that you are in fact changing out of 4 wheel drive and the actuator is not jammed or rusted in the engaged position
SOUNDS LIKE A BAD HUB TRY THIS TO DIAGNOSE THE PROBLEM
Put the transmission in park, set the parking brake and raise the chassis so one of the front wheels is off the ground while the other is still on the ground. When the transfer case is in two-wheel drive, the hubs should be released allowing the wheels to turn freely when spun by hand. If the axle shaft turns when you spin the wheel, it means the hub has not disengaged.
To check engagement, rotate the axle shaft backwards. This should lock the hub. Try turning the wheel by hand again. The axle shaft should now turn with the wheel if the hub is locked. If the hub fails to lock, the hub will have to be disassembled and inspected or replaced.
To check release, hold the axle shaft steady and rotate the wheel backwards. You should hear a click as the locking mechanism slides back out and disengages the hub. Rotate the wheel forward again and it should turn freely.
Another way to check the hubs is to raise the vehicle on a frame contact lift so all four wheels are off the ground. Then start the engine and place the transfer case in four-wheel drive and the transmission in drive. If the front wheels don't turn, look at the front axle shafts. If both shafts are turning, but one wheel is not, the problem is a bad hub on the wheel that isn't turning. If the front driveshafts are not turning when the transfer case is in four-wheel drive, the problem is inside the differential (broken side gears) or the transfer case (broken chain, shift linkage, etc.). If the driveshaft between the transfer case and differential is turning, the problem is in the differential. If the driveshaft is not turning, the vehicle is going to need repairs to the transfer case.

There are issues with the 4x4 system I.w.e ends ingesting moisture/water
into vacuum actuation system causing no 4x4 or ratcheting outboard I.w.e
ends. (Even if you don't go 4x4'n ) pull off vacuum hoses @ I.w.e ends
and check for moisture/water/rust also the I.w.e is not part of the
wheel bearing itself It is the part on the axle side (inboard) of the
spindle. (EVEN DEALERS CAT LISTED WRONG)Many shops just replace the
wheel bearing side this may fix the symptom but not the true cause of
damaged I.w.e. ! Check with a reputable dealer they should have info on this condition and repair procedure.
The integrated wheel end (IWE) system contains the following:
Vacuum reservoir IWE solenoid IWEs (spring loaded vacuum hubs) Vacuum hoses Check valve The
IWE system uses vacuum hubs that engage the front wheel hubs to
the front half shafts or disengage the front wheel hubs from the
front half shafts.
The IWE solenoid receives engine vacuum from the vacuum reservoir.
When
the 4-wheel drive system is in 2WD mode, the 4x4 module (PCM)supplies a
ground path to the IWE solenoid to apply vacuum to the integrated wheel
ends (disengaging the front hubs from the front half-shafts). In 4WD
mode, the 4x4 module (PCM) does not supply the ground path to the IWE
solenoid, vacuum is not applied to the integrated wheel ends and an
internal spring keeps the front hubs engaged to the front half-shafts.
Good

It could be several things. The first thing that comes to mind is your u-joint(s) on your front drive shaft. Try turning it by hand, if it has some play in it, it needs to be replaced. There are many other things that can cause your clicking noise tho:
Ball joints Wheel bearing/wheel hub Sway bar links
If your clicking noise sounds more like a "electrical" click, Then you might have to try following the noise and give more details about your problem.
