well it sounds like a computer issue the one that needs replacement is the " body ecu " it controls the lights, heater, seat belt sound and etc. should be under the dash.
The 1998 Aurora has 2 fusebox locations...a larger fusebox under the passenger side of the hood, (unscrew the large turnhandle in the center of the box to open) which contains the larger fuses, a fuse puller, and the relays.There is also a fusebox on the interior of the passenger side...open the passenger door all the way up, and look at the side of the console panel, between the glovebox and the door. There should be a "finger hole" for you to pull open. It may be VERY hard to get open; mine is. Here you will find the smaller fuses. A diagram of the contents are on the inside of both lids. the brake booster is 'powered' by engine vacuum from the intake manifold.check connections;hoses at booster assembly;check under dash for the source of sound.
The fuel filter will be under the vehicle. It could be at the fuel tank or on the right hand side of the unibody under the vehicle. Follow the fuel lines from the tank to the engine,
then you have a problem with the wires that were probably cut during that install from the previous owner, and you need to undo them and reconnect them again, cause they aren't staying connected. I am almost sure he cut something to cause this when all that needed to be done was to use a wiring connector made for his car to adapt to the new radio when it was replaced.
